About Us:

Lawrence S. Smith has practiced administrative law and associated litigation and appellate work since 1970. He has practiced telecommunications and electric utility law since the inception of the Public Utility Commission of Texas in 1976. A representative sample of his work in the telecommunications area includes participation in contested cases involving new entrant certification, interconnection issues, wireless and competitive carrier interconnection rates with local exchange carriers, and representation of various parties in connection with negotiation of municipal franchises. In the electric utility arena, Mr. Smith has represented electric utilities in major rate proceedings as well as significant proceedings related to electric generation facility licensing. He has been involved in the Competitive Renewable Energy Zones proceedings and the development of renewable energy issues. In addition to telecommunications and electric utility specialization, Mr. Smith has extensive experience in issues related to water rights, water rates and environmental matters.

Dineen J. Majcher served as a deputy general counsel for the Public Utility Commission, practicing telecommunications and water law from 1983 to 1987. While at the PUC she litigated numerous proceedings regarding rate matters, interconnection rates, terms and conditions, and rulemaking proceedings on virtually every aspect of telecommunications. From 1987 to the present she has represented clients in an advisory and litigation capacity before the PUC on issues such as licensure, interconnection (local exchange, wireless, cable, and competitive carriers), competitive carrier certification, arbitration proceedings, and universal service. In addition, Ms. Majcher was heavily involved in representation of several clients in connection with the many legislative changes evolving over the last twenty years to the Public Utility Regulatory Act.
